I hold a level 4 City & Guilds Teaching in the lifelong sector certificate,. would I be able to teach piano with my Royal College of music grade 3 piano qualification?
You can teach privately with no qualifications if someone will pay for lessons.

At Grade 3 I doubt if you could do anything other than introduce absolute beginners to the piano.
If you mean could you be a music teacher employed in a school or local authority music service then it’s definitely not.
